EU-relations: Russia and the EU concluded a Partnership and Cooperation Agreement (PCA) in 1994 for a period of ten years, which entered into force in 1997. Moreover, a special cooperation within the framework of 'The four common spaces' was agreed in 2003, which includes cooperation on economic issues, internal and external security and education and culture. Since the EU enlargement to the east, relations with Russia have been complicated, partly because relations between Russia and the Baltic states and Poland are tense. A central concern is energy supply, since the EU is dependent on supplies from Russia. The CIS, established in 1991, links Russia to the former Soviet Republics (with the exception of the three Baltic states). Since the beginning of the 90's, the CIS has lost significance, partly due to differences between the individual member states. While some member states are subject to autocratic rule such as Belarus, others have, by means of colour revolutions, oriented themselves more strongly towards the West and the EU in particular. Accordingly, relations between the EU and the individual CIS member states also vary considerably.

The Jean Monnet Centre of Excellence of the University of Roma Tor Vergata, in partnership with Eurosduvillage group, is organizing the eighth edition of the Jean Monnet Summer Seminar a high level seminar on the functioning of the European Union addressed to graduate and Phd students as well as young civil servants. The seminar include two teaching modules lasting one week. The first module (4-8 July) will analyze the decision making process of the European Union while the second one (11-15 July) the foreign policy of the European Union.
